Make Scroll Wheel scroll 2 lines at a time instead of 3

In parts of the UI where it scrolls per line instead of smoothly, please make it scroll only 2 lines at a time instead of 3. This would make it more pleasing to use when large size fonts are used.

This request includes vendor windows which currently scroll 3 items at a time.

    Ideally using the system settings for the mouse wheel would be best.

    I'd rather be able to adjust it independent of the system settings if it was to be made configurable to any degree. It would be annoying to change system settings to accommodate one piece of software and then change it back for everything else.

    I also don't think the system settings distinguish/differentiate between how many lines to scroll at a time and how effective the scrolling is in situations where scrolling is smooth. Under Windows at least.

    Edit: Alternative suggestion, make every UI element use smooth scrolling.
