Umm probably not... I tend to drop everything and do npc quests as soon as they pop up as putting them off for too long generally ends with me losing them.
He should be at either the copper coronet or wherever you left him. Could you elaborate?
From the sound of things he didn't kick Anomen out, but rather delayed his personal questline so long that he got fed up and left of his own volition. As far as I know when this happens the npc is gone for good.
