1. In AR5300, I talked to Albert and got the chew toy.
2. I found the "dog" and decided to kill it (dropped the chew toy before finding it).
3. Load attached save and walk a little east to encounter Albert.
Observed
Simply by standing next to him, Albert keeps on asking you to look for his dog (endless loop).
Expected
Albert should acknowledge the dog is dead and get the quest finished.
Notes
The only way to stop him from talking to you is to outrun him.

I suppose you could C:CreateCreature("rufie"); in the console, kill him again, and try to force the game to recognize that Rufie is dead. I have never run into this before--whether I resuce Rufie or kill him the encounter resolves correctly.
I can get your result if I hide in shadows and kill him without appearing, so the likes of a cloudkill would also do the trick. Did you do something like that?
Thanks
1. Talked to Albert and got the chew toy.
2. Dropped the chew toy.
3. Approached Rufie and got attacked.
4. Killed Rufie using standard weapons, not spells, hide in shadows etc.
5. Approached Albert again and got into his talking loop.
- It matters not if I pick up the chew toy after killing Rufie.
- I'll try a clean save later today and see if I can reproduce.
1. Used Abdel.
2. Created some gold for him in the console.
3. Created some items for him, identified and equipped.
4. Travelled to AR5300 and talked to Albert.
5. Dropped the chew toy.
6. Killed Rufie.
7. Approached albert again.
8. Quest ended as it should.
I guess I had some sort of weird glitch in the original save.
Report can be closed as far as I'm concerned.
