Does a wild mage have a chance of a surge when using items like wands and scrolls?

In both BG:EE and BG2:EE I had wild surges when casting from scrolls. This is the thing that is overlooked quite often.
But according to this report:

the behavior of the game when casting from scrolls is inconsistent.
Meanwhile, the correct behavior is when scrolls are affected by wild surges.
And wands as well as any other items (rings, amulets and so on) don't give a wild surge effect.

Also, I'm pretty sure that the Identify spell does not risk a Wild Surge, possibly due to the different execution mechanism for the spell. (I've had Neera use Identify at least 200 times - never seen a WS.)
