[Known 8038] Docks District

Hi everyone
i think this is a bug that i am facing.
There are an overwhelming number of beggars in this district in a way that sometimes they block paths. i also noticed several "Hayes" , "High Watcher Oisig" and "Crazy Celvan"!

    It sounds like issue 8038, where NPC's attempting to move to another area get stuck (usually towards the top-left of a map).

    i am having "Crazy Celvan"s, near entrance to the temple structure, "High Watcher Oisig"s in opposite of the temple near ne two-way, and "Hayes" characters are near the entrance to second floor of the structure which contain renal bloodscalp. Oh, and Beggars are over 50 if not more, all over the place!!!

    One way this happens is doing things like quicksave when entering an area and then reloading that save when things go wrong. There may be other ways, but it might explain why you are seeing so many copies.
