Armor 5/5 (simply because is a mage best friend with its 8 hours duration) Magic Missile 5/5 Chromatic orb 5/5 (I would give it a 6) Shocking Grasp 5/5 (while called Grasp in can hit from a distance) Burning Hands 4/5 (good against trolls, but pretty useless otherwise) Shield 5/5 (magic missile immunity, enough said) Grease 4/5
Medium Tier
Larloch's Minor Drain 3/5 Sleep 2/5 Protection from evil 3/5 Chill Touch 2/5
Lower Tier
Infravision 0/5 Identify 1/5 (I always have a bard in my party) Friends 1/5 (same reasons as above) Color Spray 1/5
Spell lvl 1 and 2 that did at least something in my HoF run:

Summon Familiar 5/5 -> used once via scroll Shield 5/5 Chromatic orb 5/5 Identify 4/5 Grease 3/5 Friends 1/5 -> ok makes things less expensive, but to be honest there were no more then 5 items that I wanted to buy in the whole game..

Cat's Grace 5/5: my MVP for my human ranged thief dual, up to 20 dex and 21 with the +1dex gem Glitterdust 4/5 Melf's Acid Arrow 4/5 -> THE troll solution web 3/5 resist fear 2.5/5 -> almost useless but it was still a buff, I guess
This tier rank is not so meaningful. But it's very interesting indeed.
As there are 5 types of spells: Damage, Disable, Summon, Buff, Utility. I do think it's a better idea to rank the best spells within each category regardless of their spell levels.
You can do it like this: (Damage as an example)
S tier ( Fill Its Level with This ): Magic Missile, Skull Trap...... A tier ( Better Have One Ready ): Burning Hands, Melf's Minute Meteor...... B tier ( Usable at Times ): Melf's Acid Arrow...... C tier ( Avoid at All Costs): Chill Touch.......
(Disable) S tier: Chaos, Glitterdust, Slow...... A tier: Web....... B tier: Grease, Colorspray...... C tier: Horror, Contagion......
