It isn't where guides say it should be. Is that a bug, or is that part of the Unfinished Business addons?

The hole it's behind, can be a bit tricky to notice... try moving a character close to the hole / door :P It's quite well hidden

You need to resolve the Voice of Durdel Anatha before you can get encounter that leads to Pale Justice.
