you shouldn't talk about "shoulds" in hof hof is just not well-thought-out and is more of a gimmick. i can tell that no profound game-design thought went there.
a real ramped-up challenge-rating mode would have real magic fights.
the reason mages are gimped is because there's no need for magic control which is the mage's specialty (and sorcerer's potential weakness if he doesn't pick spells like breach and ruby ray)
mages are versatile. in iwd their versatility doesn't get an opportunity to express itself significantly like in BG2.
other than that, in normal mode, on core mages work just fine and deal good damage. they just lag somewhat behind sorcerer.
