HELP! Custom Item Mod for ANDROID

Hi, I've been playing BG since I was a kid, but now that BGEE is out I'm wanting to get more into the rolplaying side of things, which has led me to my latest difficulty. I want to create a custom item, and I want to be able to use it in a multiplayer game with friends of mine.
I've tried reading through the forums, and I think I have a basic idea of what would need to be done, but the problem is that I am on android, (patch 1.3 currently) and all of the tools are for pc.. How can I get what I want made?
The item i want is fairly simple, itks just a throwing dagger that returns with some slightly different stats and a cool desription and picture.
After the dagger is created, how can i share the mod with my friends? some are on pc while I'm on android.

You could use NearInfinity or DLTCEP to create a custom item, but you wouldn't be able to give it a custom description or name. You'd have to choose something already in the dialog.tlk file, e.g., the Throwing Dagger description.
