problem with unseeing eye

in Baldur's Gate II: Enhanced Edition
I got a problem with the unseeing eye quest, it seems that the guy who should tell me go and speak with the priest of helm didn't spawn. I did see the whole scene with the cultist telling people about the cult of the unseeing eye, but know im more or less stocked, since the priest of helm don't have anything to say to me. Anyone knows how to fix it?
