Damage Resistance Inconsistently bypassed by Timing Mode: Delayed/Permanent

Observed:
Damage dealt with timing mode 4, Delay/Permanent, such as the delayed damage on a Melf's Acid Arrow spell, bypasses the Acid Damage Resistance of the target from certain sources, such as the Black Swan Armor("dragarm") and the Magical Protection from Acid Scroll ("scrl03"). Other sources of Acid Damage Resistance, such as the Protection from Acid Spell ("spwi517"/"scrl6y") are not bypassed by the delayed damage, and are reduced as appropriate, but only if they are applied before the original source of the damage.

Expected:
All different sources of Damage Resistance apply to all damage taken while they are active.

Reproduction:
Start new game with Pregen Party
CreateItem("scrl03") - Magical Protection from Acid scroll
3x CreateItem("scrol95") - Melf's Acid Arrow scroll
2x CreateItem("scrl6y") - Protection from Acid spell scroll
Gorris activates the Magical Protection from Acid scroll on himself.(50%)
Felicia activates a Protection from Acid spell scroll on herself.(100%)
Ilauna activates a Melf's Acid Arrow spell scroll on Gorris and Felicia each.
Gorris takes half damage for the initial hit, Felicia takes no damage from the initial hit.
Gorris takes full damage from the delayed hits.
Felicia takes no damage from the delayed hits.

Ilauna activates a Melf's Acid Arrow spell scroll on Kirika.
Immediately afterwards:
Felicia activates a Protection from Acid spell scroll on Kirika.(100%)
Kirika takes full damage from the initial hit - Protection from acid not yet cast.
-Protection from acid finishes casting-
Kirika still takes full damage from delayed hits.
