[bug/item +save] Robe of Vecna casting speed bug.

Load save, for example, summoning spells got affected by robe(try to cast sum3 from scroll(time to consume scroll + spell immidiatelly) vs remembered spell(spell immid). But some spells are affected/not affected at all in a strange way. Try to cast remembered breach. Instant effect. Now try to cast spell from scroll(consuming + far more time to cast).
