[Not An Issue] Is there a reason damage is now capped to a character's Max HP - 1?

I don't have the option for reduced difficulty damage checked so it's not that.
Any damage my characters receive is always reduced so they survive with at least 1HP if they were fully healed. It's not in the patch notes, so I assume this is a bug?
