[Not an Issue] unseeing eye quest started, Keldorn not in sewers

Hello everybody

I just signed up because I encountered a bug in the bgII enhanced edition

I want to recruit keldorn so I went to the temple district and started the unseeing eye quest but I just can't find Keldorn. Not in the sewers and not at the radiant heart headquarter. He's just nowhere to be found. Anyone encountered this bug before?

Is there something else that needs to be done before Keldorn shows up?
