"Evil" choices for Neutral alignment

If is CHARNAME evil alignment, than he/she has access to a few alternative quest solutions, such as the handover dragon eggs to demon. The question is, why has not Neutral alignment the same choice?

Sure, Lawful Neutral (if does not have distorted notions about justice) could not do something like that, but Neutral or at least Chaotic Neutral (these people are unpredictable) should definitely be capable do something like that.
