#17278 Thugs attacking Renfeld should give XP when killed

2 of the 4 thugs bothering a poisoned Renfeld in the encounter between areas (linked to the Harper quests in Athkatla) behave unexpectedly
Observed: they do not give any XP rewards when defeated
Expected: they should give an XP rewards (like other 2 thugs) when defeated
