Blur spell clarification

The description of the Blur spell says "This distortion causes all missile and melee combat attacks against the caster to be made with –3 penalties". Do these penalties apply to the attack rolls, to the damage or both?

    It boosts your AC but doesn't reduce the damage of enemies attacks.

    Attack rolls. Blur makes it harder for enemies to hit you, but it doesn't reduce damage when you're hit.

    Yep, just tested it and saw that your AC is modified in your Character Record when you cast it. I don't think that there is any practical difference between that and applying a penalty to enemies attack rolls, but describing it (and seeing it) as an improvement to AC seems more clear to me.
