#18348 Acorn of Yarrow should only work near the Great Tree

Behaviour: Using the Acorn of Yarrow in the Docks District causes Yarrow to appear, yell at her absent halfling underling, and offer the same options as she does when the party is standing on the tree.

Expected: Using the Acorn of Yarrow should have no effect outside of the valley.
