Cult of the Unseeing Eye issue

I went to the Temple district to start this questline, but I'm having some problems. When I walk up to the crowd, Gaal is supposed to automatically start his dialogue. Nothing happened, so I gave him a little nudge in the right direction and initiated the conversation. He gave his whole speech, and then the crowd dispersed. Dawnmaster Kreel is supposed to come up and talk to me afterward, but he just walks right past and on into the temple.

I have since gone inside all three temples trying to get someone to give me the quest. I only ever received the initial journal entry from Gaal's speech. It reads:

"A cult of the eyeless?

Some form of new religion or cult has been formed in the city, centered on a god called, 'the Unseeing Eye.' A priest of some kind whose own eyes were missing spoke to a crowd, calling on them to shed their 'false sight' and join in the worship of this new god."

None of the churches wants to send me on a mission to investigate this...so I took matters into my own hands. I went down into the sewers, seeking out Keldorn. He told me about his investigation, and I accepted him into the party. However, I cannot access the entrance to The Old Tunnels. There is no travel icon, and when I click on the tunnel entrance it gives me a pop-up that says," This corridor ends in a blank wall with a defaced picture of an eye on it. For the time being, there is no way to pass."

Did I miss something? None of the churches wanted to talk to me about this questline. I figured that picking up Keldorn would make the area accessible, but I'm still getting this message.

Can I just console myself into the area (what's the area code?)? Is there something I can set either in EEKeeper or via the console to advance the quest to the point where I can travel to the area?

    Are you using any mods that may affect this encounter (multiple strongholds, etc.)? If not then upload your save and I will take a look at it. If you are using mods I don't think I would be able to help you.

    I've been having that very same issue. It's likely due to a mod, but I'm too lazy to pinpoint which mod it is exactly. Multiple Strongholds could be it, I suppose; as good a guess as any

    The fix is fairly simple. Just use the console to spawn whichever church representative fits with your alignment. Talk to them, and they should initiate the dialogue prompting you to visit the respective temple, where the quest will go on as normal.

    That has worked for me at least 100% of times I encountered the bug.

    It's a bug due to a mod, I also had it.

    Activate the cheats and type:
    CLUAConsole:CreateCreature("bhoisig")

    This should solve your problem by spawning the right .cre file of High Watcher Oisig, who will ask you to join him at the Temple of Helm to start the quest.

    Edit: @Lord_Tansheron sorry, I didn't read your reply. Btw, my guess is that it has more with SCS to do.

    Since my last playthrough I HAVE installed SCS. I figured maybe it was some component (or a bug) related to this. Like maybe since the Beholders would be a MUCH bigger threat than before it forces me to wait until a later chapter. I'm still fairly fresh on this run. I've just completed the circus and Cooper Coronet. I headed there next to pick up Keldorn.

    EDIT: @SpaceInvader fixed it for me. I consoled in that guy and it worked perfectly. I'm not sure why he didn't spawn like he was supposed to, but I'm all squared away now.

    I concur that this is an SCS issue. However I only get the first part of the bug (Gaal doesn't start speaking). Once I speak to him his dialogue proceeds as normal and Oisig spawns as normal.

    Weird one.
