Neera TOB and Order of Eight Staves BUGS (SPOILERS!!!)

I got to the end of Neera's quest line and killed Vicross and beat Szaas, but whenever he sent me back Neera's next talk never triggered, and I didn't receive the quest complete on my journal. I used @Ardanis suggestion from this thread: https://forums.beamdog.com/discussion/25851/neeras-quest-tob-stuck

I used EEKeeper to advance Neera's convos, which seems to have worked, but I still have the quest in my journal as if I haven't completed it. Is there anyway to complete this? No matter how many times I redid the fight with Szaas, it still bugs out on me.
