Where is Flaming Fist Officer Riggs??? Spoilers

in Baldur's Gate: Siege of Dragonspear
I saw this jerk beat some poor guy up, and I'm supposed to find him. However, I swear I have searched Baldur's Gate upside down with no luck.

I have moved on, but in my next playthrough I would like to complete the quest.

Can someone just spoil it for me already?

    he should have moved down in front of the iron throne building, real close to the entrance

    Must be a glitch in my game then, because I'm there now on an earlier save and he's gone

    hmmm, i have had something similar happen, with the crap ton of refugees i have seen captain corwin and other npcs get "stuck" in places
