Devils can actually only bargain for souls; they cannot steal souls. If someone else steals your soul, they can sell it to the devils. If one is judged "lawful evil", then the devils automatically get your soul. This is an option, in the Neverwinter Nights 2 expansion "Mask of the Betrayer". You can actually steal the souls of several folks, including Ammon Jerro, and sell those souls to the 2 devils in the basement of the Academy of Binders.
Now that was a fun expansion, I still favour the Storm of Zehir because of the other mechanics but the story was great in Mask of the Betrayer.
The way I always thought of the Hells is that they work similar to the divine comedy of Dante where living bodies can exist but as soon as you die your soul is bound within the Hells. As I understand the lore of Dungeons & Dragons; you can only become a devil if you either willingly make a choice to become one by accepting a deal from a devil / worship one or are judged and sentenced to the Hells.
Being lawful evil doesn't sentence you there by default though, for example; serving Bane will get you into Banehold. Granted, it's not much of a step up but at least it's a different place.
Any souls trapped in the Hells would be subject to 'eternal' torture, they accept a deal or until they are removed from the Hells. To most I'd say the option of becoming a devil is preferable to being tortured and hoping someone will rescue you. Plus it provides a purpose to the whole torture thing beyond evil for evil's sake.

So Caelar wouldn't be able to die, per se. She'd die once and come back as a denizen of the plane she died on, trapped for all eternity with the very fiends she once declared war against. It's... it's kinda hard not to smile at the thought.
