No HP bonus from 19 CON -> 20 CON?

Hey there,
I know that I got some extra hp when raising my CON from 17 -> 18 and 18 -> 19 without leveling up (I raised the attribute and immediately had some +x HP).

But I have not received any extra hit points from raising my CON 19 to CON 20.

Is this normal (maybe the health regeneration passive replaced the passive HP bonus)?
