Silence should work on undead spellcasters the same as it works on living. I think Liches have high magic resistance though.

Liches are immune to spells of 5th level or lower. It should work on skeleton mages, mummies and vampires, though.

Liches are not only immune to certain spell levels, they also have a save vs. spell of 1, meaning they will make any saving through automatically unless it comes with a penalty.

However spells like e.g. Power Word, Silence (6th level, no save) should work. I'm not sure whether some liches don't have innate vocalize or something, though; my game is too heavily modded to say for sure.

Liches have no magic resistance; just the spell level immunities DJKajuru mentioned. Level 6 spells and higher will hit them just fine. Death Fog and Holy Word are both excellent options against them.

Silence is VERY useful against greater mummies, since it prevents them from casting Symbol Pain and other nasty spells.
