A browser for ARE files?

Is there one that shows them in a window? Near Infinity only has information for them. Or perhaps an online listing of all of the areas with codes, including interiors?

    An up to date version of NI should allow you to "View Area" if your currently selected file is a .are file.

    The download pages that turn up as the top google results, are very outdated.

    Get the latest release of NearInfinity from Argent77's git repo instead.
    (Yes it says "work in progress", but it works without issues. Whereas the outdated versions probably will cause issues when used on the Enhanced Edition games.)
