    I've never encountered that before... are you using any kinds of mods?

    It's a problem with FTOWNA.DLG. State 5 only has one response, but that response has a trigger of GlobalLT("OublekBounty1","GLOBAL",1). So, if you've completed the Captain Brage quest, there's no valid reply.
