Scar/Duke Eltar Won't Appear

I have finished the Merchant League and Iron Throne parts of Chapter 5 but Scar and/or Duke Eltar are nowhere to be found within the Flaming Fist headquarters...(yes, i know the stairs are hard to see and i've checked up there).
I think my game has bugged, and I don't have any alternate saves to go back to that arent several hours of gameplay back. Does anyone know how to make them appear?

    Doesn't look like Scar was ever activated, so try this save.

    Or console him in via C:CreateCreature("scar")

    Bro or Bro-ette, THANK YOU SO MUCH! I was pretty heartbroken at the thought of not being able to complete this playthru!
