BG 1 EE (steam). Chapter 4 not starting. Bug?

Hello there!

Sorry for bad english.
Googled, that chapter 4 starting after reading letters in Tazok camp in main tent.
I cleared tazok camp, took all letters (then throw it away) but chapter 4 not begun. Checked camp for 3 time, no missed letters or some thing.
Decided to add that damned letter with CLUAConsole:Createitem("SCRL2Y"), but it's not working (some error like class not class and etc).
Don't know what to do, played about 70 hours and wouldn't play again, but bought BG 2 EE and want to play part by part, to know the scenario.
Could some one help me?

    Created with C:CreateItem, read it, but still 3 chapter.

    You actually have to be inside Tazok's tent with the note in your inventory for the chapter to advance.

    Thank you for reply! But your advice didn't help =(
    I attached save with that moment and that letter (added with CreateItem, because original i throw away, cause didn't know that it's a key for 4 chapter begin).
    Can you or some one help, please?

    Scrl2y is the wrong letter. The correct letter is scrl2z.
