[BG2E] Highwatcher Oisig bug

I have the same problem described here (https://forums.beamdog.com/discussion/24853/missing-highwatcher-oisig-in-temple-district-quest-investigate-and-destroy-the-cult-of-eyeless), but I don't have any mods installed.
Any help?

EDIT: Let me clarify - I'm a Chaotic Good Stalker, I saw Gall doing his thing, Oisig approached me, I went around and did several quests. When I came back to the temple, he was nowhere to be seen.
