Quest from Berta in the Iron Throne - Building doesnt start up

It is the Quest named "Thief Among the Refugees" (side quest)

This Quest seems to exist -->

But for me the Quest doesnt start up, Berta says "It was right here; i know it was .." over and over again, regardless how often i talk to her.

I cant talk to this Lon also, because he is sleeping or something like that.

Is this a bug ?, or has this Quest been deleted by now ?, or what have i to do to start this Quest ?

I am playing with a Mage (Hasardeur), i dont know if this matters.
