need help with Icewind Dale Dowload on steam. It tells me install script.vdf is locked

I have played this game on steam multiple times and have also downloaded it plenty of times. I am getting
C:\Program Files (x86)\Steamapps\common\Icewind Dale Enhanced Edition\-CommonRedist\vcredist\2008\installscript.vdf is locked. I have followed the path but it won't let me get further than that. Totally confused. If anybody has any ideas I would greatly appreciate it. FFB

    Perhaps that script was already running. Does it do the same after shutdown/restart of the pc.
