Fishing for troubles Walkthough?

The quest has started, but nothing was updated in my journey which make it quite difficult for me to do it.
Can anybody kindly provide me a bit of walkthough of this quest mod. Also, how can I enter that Government district western Zone. Thank you!

    Government West should be on your worldmap, within Athkatla City. Maybe by some error it is moved to the upper west corner of the map?
    Area Code YS0390 , in case you can't find it C:MoveToArea("YS0390")

    The mod is pretty linear, so you just follow step by step what is presented.
