I would chose the wand of fire, but it's usefulness ends as soon as the party enters melee (unless you give a fighter 80+% fire resistance heh heh). Also, clerics are very often very useless because they mostly have spells you don't need atm - Wand of the Heavens rectifies that.

It's actually very good even in melee. The wielder can use the scorcher on his own opponent anyway, but normally it's better to run round behind the opposition and scorch the lot of them while leaving your party untouched. That requires a bit of practice / micromanagement to do safely, but it's a fun thing to practice .
Free level 5 spell slots. In with 3 or 4 charges you can deal with High level bandit gangs, such as the one in the sewers of BG2. Very handy. I combine it with web. Probably one of the most viable methods in early BG2 if you use SCS.
