How do I active the in-game console?

Hi I'm not quite sure how turn on the console, some help would really be appreciated.
In the text file is there, an exact location where I copy and paste 'Program Options', 'Debug Mode', '1',
Also I'm not sure if that line is spelled correctly. I have got Word pad and notepad on my laptop and I've got access to the LUA file, not really sure how to go about this.
