con Ñ de EspaÑa (allow language special chars)

Hi folks.

I know language patch is not on current development and will be there in a long run.
Im fine with the game on english (dont know about my fellow players)

Yesterday I tried for the first time in nwn ee to chat in my mother language (spanish) just to see our beloved Ñ is gone.
I think is not a hard implementation to allow special chars in chat.
