Is it possible to browse the journal entries of the completed chapters?
If not, where should I report this feature? In Infinity Engine Public Bugs?

    Open the Journal (J)

    See the < Chapter X > phrase at the bottom, for example < Chapter 3 > and clicking < and > you can switch chapters.

    Click the Journal Tab at the top. Now by clicking < and > you can browse the journal entries of the completed chapters.

    OH!!! There are ARROWS. I thought it was a FRAME. Deceptive shape.

    @lefreut @Mr2150 Do your mods improve this, at least making the arrows glowing when selected?

    @rede9 my mod revert the journal to the v1.3 look. I find the arrows easier to see:
