Problem with Neera

I'm currently playing BG2:EE and have Neera in my party. She's nice character, but I have one big problem with her - she's wild surging all the time. According to wild mage descripiton Wild Surge have 5% chance to occur, but with her it feels like 70%. Sometimes effects are positive and all, but generally mage who does some random stuff is really weak and at this point it feels like she is just sucking expierniece without contributing to fights.
So my question - is this some kind of bug, that can be fixed? Or is this normal for wild mages, and I just didn't understood this class?

Mind you, I am not disagreeing with you. I have noticed a similar situation: whatever my mages' percentage of learning spells from scrolls is supposed to be, the game tends to make it look a lot less, that's how often they fail. But I haven't actually done a statistical analysis of this, so I cannot really be sure.
You should never discount the fact that there really is such a thing as rotten luck.

About Neera, I thought the same when I took her for the first time. Apparently every spell delivered a wild surge - and I'm not talking about the caster level adjustment. But this happened to me a long time ago and only in BGEE.
Specialist mages recieve +15% chance to memorize scrolls in their school of specialization, and -15% in all other schools.
This was the case in the original games too, but it wasn't discovered until a few years ago. All Beamdog did is add it to the class descriptions after the fans brought it to their attention.
Since the Wild Mage is a specialist mage with no actual school of specialization, they might just have a -15% penalty across the board. Not sure.
Again, I'm not a 100% sure. I'll try to remember where I read it.
