I might be wrong about the specifics, but luck doesn’t increase your maximum potential rolls. It skews rolls to favor higher or lower values depending on the luck modifier.
So, suppose you attack with a 1d6 weapon, the odds would be: 1, 2, 3, 4, 5, 6
With +1 Luck: 2, 3, 4, 5, 6, 6
With +4 Luck: 5, 6, 6, 6, 6, 6
...I think. Then again, I could just be misremembering things.
