Chaos of Battle allows enemies to Save vs Spell to negate

Been using Branwen. When she uses Chaos of Battle, enemies will roll to make a save vs spell, and if they roll successfully nothing happens to them.

That's not listed in the description. Is the description inaccurate or is this a bug?
