What are the tiers of experience for recruiting companions?

in Baldur's Gate: Enhanced Edition
Right now when I recruit Garrick he has 2000 experience. Trying to figure out if I should recruit him now or if I'd be better off waiting until he hits the next tier.

    32000 - with 32000 being the cap

    BTW is that based on party awerage exp or you main characters exp? I've always thought it's the party average but now that it's on the table I might as well get a confirmation for this.

    The script checks against the protagonists XP value. :)
