Specific items stats

Just a quick question about some items which appear to do nothing and therefore unsure why they're sold.
In Kuldahar (and other places, presumably) there are some bracers I can buy which are just called "Bracers" the item description seems to show they have no stat bonuses and there is also a girdle I have a similar query about.

There are many items i've noticed that don't appear to have any immediate benefit and I wonder if I am missing something? Do the bracers give any kind of armour bonus or will the item description explicity say if they do?

Also necklaces for sale, I presume these do nothing?
