Question about 'The Victor', Potion of Fire Breath & MR

Before patch 2.5 Ring of Energy 'The Victor' and Potion of Fire Breath completely ignore any magic resistance on target. In 2.5 magic resistance may block damage (blocks allways in case 100% MR). Is this a bug or it's 'work as intended'? In patch notes i can't find anything about this.
