I just got a new phone. Do I have to repurchase characters?

I don’t have an option to restore purchases. Do I really need to re-buy the characters and voice packs on my new iPhone?

Edit: when I look in the App Store, it says “purchased” next to the voice packs and characters. But I’m prompted to buy them in the game.
