Cannot speak to Nedalok about Skie before SKIRMISH

Wrapping up business before SKIRMISH.
Nerdalok no longer appears at the camp but already at the meeting in the forest waiting for me. But if I go there it just goes into he dialogue.
Going back to camp starts the war therefore I have somehow missed this quest to turn in?

I looked at my last saved game its some ways back and I don't want to replay the whole thing again up to this point.
