Be aware however, it still will not protect you from being noticed by powerful creatures that simply can ignore invisibility etc. like dragons, liches.

Actually, Invisibiliity granted by items is definitely protected by the cloak (unless EE changed this more recently than I'm aware of). Invisibility from a spell might be vulnerable according to some folks; haven't had an opportunity to test this in some time.

Just to expand on this point as it's not specifically covered by PlayItHardcore. The constant effect non-detection from the cloak can't be dispelled, which is why the cloak prevents spells like true sight from revealing stealthed characters. The constant effect invisibility from the Staff of the Magi also won't be dispelled while wearing the cloak, but this is an exception - invisibility provided by use of other items (such as a ring or potion) will be dispelled despite the cloak.
Interesting; so it's only the staff of Magi invis (and possibly modded items that grant invisibility in similar fashion) that's protected from True Sight with the cloak... plus non illusionary 'invisibility', i.e. stealth/hide/move silently.

yes, the cloak is super useful for the thieves and rangers, ie they can make enemy casters waste all their true sight spells and more, and mages, even if with the SoTM is so easy to re apply the invisibility that there is no real benefit in wearing it.
for those that don't use the hide in shadows ability it is not so useful.
