xbox issue (items quick bar)

We are unable to use items in the quick bar, one example is the first wand from the tutorial with frost ray, the item is assigned in gray, the only way to use items is from the inventory

Another item that i cant get to work in the quick bar radial only in inventory is the recall stone.
