NWN:EE PS4 rod of frost quick radial bug, or just me?

Decided to play a mage again after a few days of rogue. I put the rod of frost from the prologue on my quick radial, change it to use the ray of frost from the rod, and still can't use the rods ray.

Is this a bug or am i missing something?

EDIT: after further testing, I tried the recall stone, no luck. I went & grabbed a Wand of Negative Energy & it works, just not one with unlimited uses
