Intel Core i5 8400 @ 2.80GHz 65 °C
16GB RAM
Gigabyte Technology Co. Ltd. B360M H (U3E1) 42 °C
DELL P2417H (1920x1080@60Hz)
3071MB NVIDIA GeForce GTX 1060

That should be enough, right?

MINIMUM:
Requires a 64-bit processor and operating system
OS: Windows 7 SP1 64-bit
Processor: Intel i5-4690 / AMD FX 4350
Memory: 8 GB RAM
Graphics: Nvidia GTX 780 / AMD Radeon R9 280X
DirectX: Version 11
Storage: 150 GB available space
Additional Notes: Default API is Vulkan 1.1. Directx11 API also provided. The minimum requirements might decrease over the course of Early Access, as performance improves.
RECOMMENDED:
Requires a 64-bit processor and operating system
OS: Windows 10 64-bit
Processor: Intel i7 4770k / AMD Ryzen 5 1500X
Memory: 16 GB RAM
Graphics: Nvidia GTX 1060 6GB / AMD RX580

What catches my eye immediately is your processor, which is worse than the required minimum. https://cpu.userbenchmark.com/Compare/Intel-Core-i5-8400-vs-Intel-Core-i5-4690/3939vs2311
In the same time, your RAM and Video Card are closer to recommended requirements.
But the processor is important, so I wouldn't be surprised if you get performance issues on that device.
ah, i think you have it backwards @JuliusBorisov
based on the benchmark you have given the OP's processor is better than the minimum requirement in all the tests, granted the OP's processor isn't better than the recommended one, but it's definitely better than the minimum recommended one
plus it would make no sense for a 4000 Gen intel chip to be better than a 8000 Gen intel chip because then why would anyone buy a newer chip if the older chip is better?
for the OP i would say you should be able to play on medium settings probably, just watch out for that hard drive space though,
150 GB, ouch
