"unusable by..."

I was wondering why Branwen could not use the small "Divinity" shield from DSotSC, so I took a look at the item's data and found this:
Unusable by:
(original) evil, bard mage, mage-thief, thief, monk, druid;
(1/4) totemic druid, shapeshifter, avenger, wild mage;
(2/4) stalker, assassin, swashbuckler;
(3/4) diviner, enchanter, illusionist, invoker, necromancer, transmuter, generalist;
(4/4) kensai, abjurer, conjurer

Branwen is a neutral cleric, with the OHTEMPUS kit. Why wouldn't she be able to wield this shield?

    OHTEMPUS kit uses "generalist" usability, as do a few other kits, and the TRUECLASS kit.

    That's supposed to be a mage kit, right? Why would a cleric kit have that? It is intentional? Is it fixable? I've never opened a kit; don't even know what file to look at.

    TRUECLASS and MAGESCHOOL_GENERALIST are really the same kit.
    It's leftover from the specialists of BG1 becoming the kit mechanics of BG2.
