Is Turn Undead hard coded?

What I'd like to do if it's even possible is to use NearInfinity to change Turn Undead so that evil alignments chunk undead instead of charming them. If this is possible how would I go about that?

    That's sad. Evil Turn Undead is just...bad, on the whole.

    Evil Turn undead would be a lot better if it worked properly.

    "Turned" Undead are functionally charmed for 24 hours minus their turning check requirement. (simple undead (skeleton/zombies) will fully obey any orders you give them for the duration, while intelligent undead will function as if charmed).

    "Destroyed" Undead are permanently dominated to your will until destroyed or another cleric takes them from you.

    Meaning a powerful evil cleric can have a permanent entourage of undead as their personal bodyguards, up to Liches and beyond. Basically whatever undead you're willing to put up with the requirements for (i.e. Vampire's daylight vulnerability), you can keep as a servant if you're high enough to "destroy" it.
